Absent an on-record commitment that this surveillance has been abandoned, I don't put it past Apple to deploy it silently in a minor point-update and then reveal it later, similar to how they secretly converted iOS end-users' filesystems to APFS in versions prior to its official release. They could then point to nobody noticing the deployment as purported evidence that privacy concerns were overblown.
